Indo-Pacific Strategic Intelligence (ISI) and The Horizon Indonesia have signed a Memorandum of Understanding (MoU) to strengthen collaboration on strategic and security challenges affecting Indonesia and the broader Indo-Pacific. The MoU was signed by Aisha R. Kusumasomantri, Co-Director for Partnership and External Engagement at ISI, and Defantra Ramadhan, Co-Founder of The Horizon Indonesia.
Grounded in ISI’s mission to act as a “force multiplier” for Indonesia’s foreign policy and defence ecosystem, the agreement establishes a practical framework for capacity-building on high-impact strategic and security topics. This MoU reinforces that commitment, with a focus on navigating the complex landscape of global defence and security.
Reflecting ISI’s mandate to support Indonesia’s foreign and defence policy ecosystem, the partnership integrates The Horizon Indonesia’s expertise in scenario-building and strategic foresight simulations. Together, both institutions seek to enhance forewarning capabilities and provide proactive policy options for Indonesian policymakers and security stakeholders.
Under the MoU, ISI and The Horizon Indonesia will conduct joint foresight exercises, co-develop scenario-based assessments, and organize strategic dialogues, workshops, and simulations designed to test policy responses to evolving security contingencies in the Indo-Pacific. By integrating strategic analysis with foresight methodologies, the partnership aims to strengthen Indonesia’s institutional readiness and contribute to a more anticipatory and adaptive national security posture.
